Fortis BC has begun the process of reviewing the current rate structure.  Each type of customer generally pays a rate for gas delivery that is based upon how those kinds of customers contribute to the overall costs of the natural gas distribution utility.

For example, residential customers, who use much more gas on cold days than warm days, tend to contribute more to costs than customers, like manufacturing facilities, that tend to use similar amounts of gas each day. That’s because the gas company has to make sure that pipeline capacity is there for the peak, or “cold” days, but that capacity is unused by some on warmer days, resulting is one customer class subsidizing another. Rate design can adjust for any such misalignments.

Every once in a while it’s good for a utility to review the ratios various customer groups pay which they last did in 1996.  As well, Fortis recently “amalgamated” all of its service territories into one for the purpose of charging delivery and gas costs, part of which they agreed to reconsider the rate allocations at a future rate design.

That rate design is NOW!
